Unidentified Dirt Track Racer?

Ruben sends this photo and adds: "Don't know if this is a pre or post war car, but it's old".  Is it a homebuilt dune bug of some kind; not VW of course.  Or some sort of dirt track racer maybe? Anybody who can pinpoint exactly what kind of  toy we got here?
