TT day : a Tartu 1(?) and Russian Mystery Van (updatre: TART 3 and Tartu TA II Van)

Throwback Thursday is a series of stories with a mirror view in the past of 15 years PreWarCar-PostWarClassic. Almost 5 years ago we published an unidentified project car - found in Estonia - that was recognised as a Tartu 1. 

Reader Andre has some questions:
"I recently read the article about a 'Mystery racecar found in Estonia' , dated 12 June, 2011. The car was identified by Stuart Penketh as possibly a Tartu 1 from the early 60s. It could well be. On searching further on this make of car, I came accross this picture of a Tartu 1 belonging to a Russian private collector. Although this car is showing similarities with the car in the original article, there are many differences too. This makes me doubt if the identification of the car in the earlier article is correct. Any comments from the experts are most welcome. At the same time, I am also fascinated by the Van parked next to the Tartu, which I am unable to identify. Can anyone assist in identifying this Russian made van?"
