Double Trouble and a Mystery

When you are up for your first driving lesson, it’s a comfortable thought to have an experienced instructor sitting next to you. Today the instructor only has an extra set of clutch and brake pedals on the passenger side to play with if things go wrong, but in the early days he could also help you with the steering. In this case a 1948 Ford Prefect was equipped with a second steering wheel to take over if necessary. Although an ingenuous teaching aid during driving lessons, the secondary steering wheel was not practical when the vehicle was being used outside of lessons and the idea never caught on.
While looking more closely at this photo we spotted a rather intriguing vehicle in front of the Ford. Any ideas as to what it could be?
